								| Announcement and Notice of Nominations for ABA House of Delegates Representative
 |
								| Background: The current bylaw - Article VIII: Representatives of Other Organizations
requires the NAWJ representative to the House of Delegates be 1) an ABA member and 2) a current or past
officer (as defined under Article IX: Officers) or either the current or past Chair of
the Finance or the Projects Committee.

The proposed amendment to this bylaw is scheduled to be presented at the Business
Meeting at the Annual Conference on October 10. The proposed amendment increases the eligibility to
any current or former member of the Board of Directors (in essence expands the eligibility to include
all former and current District Directors, and any current or former International Director, provided
the candidate is a current ABA member.)

The proposed amendment to Article VIII requires a majority vote of those in attendance at the annual
Meeting, once a quorum has been established, in accordance with Article XIV, Section 2.

Note: The notice of this proposed Bylaws amendment was published to the membership on
September 8, 2015. Attached to this email is the proposed Amendment to Article VIII, showing the changes.

Further note: The Board of Directors at the Midyear Board Meeting on April 25th voted to
approve the Hon. Toni Clarke to serve as Interim NAWJ Representative to the ABA House of Delegates to take
the place of the Honorable Norma Shapiro. Judge Clarke has so served, attending the ABA House of Delegates
meeting at the ABA Annual Meeting in August, 2015 in Chicago. The Interim Delegate is not precluded from
serving as the 'permanent' delegate if the eligibility criteria is met under the Bylaws, and her name is
placed in nomination. Since it will not be known if the proposed revision to Article VIII Bylaw will pass until
the Business Meeting scheduled for Saturday, October 10, 2015, the Nominating Committee, Chaired by the
Honorable Anna Blackburne-Rigsby, will meet immediately after the vote to present the nominee to the membership
in attendance, and in accordance with the procedural rules, also accept nominations from the floor.

Thus, it is necessary to open the nominations to 1) those who would be eligible under the
current Article VIII Bylaw, and 2) to those who would be eligible under the proposed (revised)
Bylaw, the specifics of which are above described.

The nomination of another, or a self-nomination, must be emailed no later than the close of
Wednesday, October 7, 2015, to the Honorable Anna Blackburne-Rigsby, Chair of the Nominating Committee,
with a cc to Marie Komisar and to me, Julie Frantz, NAWJ President. You must indicate if the nominee falls
within the criteria set forth in the current bylaw, or would be eligible only if the proposed revision to the
bylaw passes, or is eligible for consideration under both the current and proposed Bylaw.
